The Republican state-budget enterprise "National Testing Center" of the Ministry of Education and Science of the Republic of Kazakhstan (hereinafter referred to as NCT) was established in 1992. The mission of the National Testing Center is the organizational and technological support of the procedures carried out within the framework of the National System for Assessing the Quality of Education. The main purpose of the NTC is to organize and conduct all types of external examinations and monitoring in the education system of Kazakhstan, to form a database of test items for them. The main activities include:
Unified national testing,
External evaluation of educational achievements in higher and secondary education organizations,
Qualification testing of teaching staff,
Entrance exams in foreign languages for Master's and doctoral studies,
Assessment of the level of proficiency in the Kazakh language according to the KAZTEST system.
One of the most important activities of the NTC is the organization of the formation of a database of test items for all of the above activities. When forming the item databases, the requirements for mandatory passing of the test production stages are met:
1. Training of developers and experts;
2. Approval of the specification;
3. Development of test items;
4. Examination of test items;
5. Approbation of test items;
6. Entering test items in the database.
